{"id":8043,"date":"2013-09-13T15:00:46","date_gmt":"2013-09-13T22:00:46","guid":{"rendered":"http:\/\/www.yardi.com\/blog\/?p=8043"},"modified":"2020-12-24T01:54:29","modified_gmt":"2020-12-24T09:54:29","slug":"utility-legislation-2","status":"publish","type":"post","link":"https:\/\/www.yardi.com\/blog\/utility-legislation-2\/","title":{"rendered":"Utility Legislation"},"content":{"rendered":"<p>SACRAMENTO, Calif. \u2013 Consideration of a water conservation bill, w<img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-6906\" src=\"https:\/\/www.yardi.com\/blog\/wp-content\/uploads\/sites\/15\/2013\/05\/submeter-300x185.jpg\" alt=\"submeter\" width=\"300\" height=\"185\" \/>hich would mandate water metering (either by a water provider owned meter or a landlord owned submeter) in each unit at newly constructed multifamily properties statewide, has been postponed until the 2014 legislative session. On August 13, 2013, SB 750 failed to secure enough votes in the Assembly Committee on Water, Parks and Wildlife to proceed to the Assembly floor, forcing the bill to be reworked or abandoned. \u00a0<a title=\"Senate approval SB 750\" href=\"http:\/\/www.yardi.com\/blog\/news\/utility-legislation\/6905.html\" target=\"_blank\" rel=\"noopener\">The Senate had approved the bill in May<\/a>.<\/p>\n<p>Although stakeholders such as apartment owners, managers, and utility billing industry associations like the <a href=\"http:\/\/www.utilitymca.org\/\">Utility Management Conservation Association<\/a> (UCMA) support the bill\u2019s conservation goals, there were concerns over impracticable landlord billing requirements, excessive penalties for simple billing errors, and the potential scarcity of available meters caused by current rules governing the testing and sealing of meters in California. As a member of the UMCA, <a title=\"YES Energy Management\" href=\"http:\/\/www.yesenergymanagement.com\/YES\/YESHome.aspx\" target=\"_blank\" rel=\"noopener\">YES Energy Management<\/a> (Yardi\u2019s utility billing subsidiary) provided technical submetering expertise to the legislature and relevant stakeholders to create a bill that addresses these concerns.<\/p>\n<p>Senator Wolk (D-Davis), author of SB 750, consulted with several opposing stakeholders in an attempt to amend the bill and obtain the committee\u2019s approval prior to the end of the legislative session on September 13, 2013.
