{"id":60192,"date":"2026-08-26T07:00:00","date_gmt":"2026-08-26T14:00:00","guid":{"rendered":"https:\/\/www.yardi.com\/blog\/?p=60192"},"modified":"2026-08-21T10:21:05","modified_gmt":"2026-08-21T17:21:05","slug":"how-to-meet-colorado-building-performance-standards","status":"publish","type":"post","link":"https:\/\/www.yardi.com\/blog\/how-to-meet-colorado-building-performance-standards\/","title":{"rendered":"How to meet Colorado building performance standards"},"content":{"rendered":"\n<p>Colorado building owners face important reporting requirements in 2026 as the state moves toward its long-term building performance goals.<\/p>\n\n\n\n<p><a href=\"https:\/\/energyoffice.colorado.gov\/bpc\">Building Performance Colorado (BPC)<\/a> applies to most commercial, multifamily and public buildings 50,000 square feet or larger. The program supports reducing greenhouse gas emissions by 7% by 2026 and 20% by 2030 compared with 2021 levels.<\/p>\n\n\n\n<p>Owners of covered buildings have different options for achieving the 2026 milestone. They may either comply with the 2026 performance standards or track their progress toward future compliance through annual benchmarking reports. Beginning with reports submitted in 2026, owners must also answer progress-related questions designed to assess whether their buildings are on track to meet future requirements.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-colorado-requires-in-2026\">What Colorado requires in 2026<\/h2>\n\n\n\n<p>Beginning in 2026, covered building owners must submit benchmarking data for the previous calendar year by Nov. 1. Owners must also run data checks and correct identified errors before submitting their reports.<\/p>\n\n\n\n<p>The annual reporting process includes the <a href=\"https:\/\/co.beam-portal.org\/helpdesk\/tickets\/submit\/42\/?org=Building%20Performance%20Colorado\">BPC Progress Survey<\/a>, which asks owners about their selected compliance pathway, their 2030 performance target, their progress toward that target and any need for technical assistance they might require. Owners can also provide information about barriers that may affect compliance.<\/p>\n\n\n\n<p>While Nov. 1 is an important deadline for Colorado building performance standards, it does not mean every covered building must achieve a 7% emissions reduction by then. Owners have the option of meeting the 2026 performance standard or reporting their progress toward future compliance. However, Colorado continues to require covered buildings to meet applicable performance standards by 2030.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-fees-support-decarbonization-initiatives\">Fees support decarbonization initiatives<\/h2>\n\n\n\n<p>Covered building owners should also understand the <a href=\"https:\/\/co.beam-portal.org\/helpdesk\/kb\/annual-fees\/99\/\">annual BPC fees and compliance requirements,<\/a> which requires a fee of $100 per building. These fees support Colorado\u2019s building decarbonization initiatives and resources for covered building owners.<\/p>\n\n\n\n<p>Programs supported through the Building Decarbonization Enterprise, which is funded from benchmarking fees, can include financial and technical assistance for energy efficiency measures, energy upgrades, building energy audits, engineering support and energy-use tracking tools.<\/p>\n\n\n\n<p>Owners should confirm the fees that apply to each property because requirements and exemptions can vary based on building ownership and other factors.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-noncompliance-carries-penalties\">Noncompliance carries penalties<\/h2>\n\n\n\n<p>Annual benchmarking and reporting remain compliance requirements. Colorado law authorizes civil penalties for owners who fail to meet applicable requirements.<\/p>\n\n\n\n<p>Under <a href=\"https:\/\/leg.colorado.gov\/bills\/hb25-1269\">Colorado House Bill 25-1269<\/a>, benchmarking violations can result in civil penalties of up to $577 for an initial violation and up to $2,300 for subsequent violations. Beginning Jan. 1, 2030, performance standard violations may result in penalties of up to $2,300 for every 30 days of noncompliance and up to $5,800 for every 30 days for a subsequent violation. Penalty amounts are subject to annual inflation adjustments.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-prepare-for-the-next-bps-deadline\">Prepare for the next BPS deadline<\/h2>\n\n\n\n<p>For multifamily owners and managers, accurate utility data and ongoing energy performance tracking can make it easier to understand where each property stands, identify potential compliance gaps and prioritize improvements.<\/p>\n\n\n\n<p>Owners should start by confirming which properties are covered, reviewing benchmarking data and understanding the compliance pathway for each building.
