{"id":36420,"date":"2023-08-14T09:18:00","date_gmt":"2023-08-14T16:18:00","guid":{"rendered":"https:\/\/www.yardi.com\/blog\/?p=36420"},"modified":"2026-02-22T15:31:01","modified_gmt":"2026-02-22T23:31:01","slug":"yardis-hotma-plan","status":"publish","type":"post","link":"https:\/\/www.yardi.com\/blog\/yardis-hotma-plan\/","title":{"rendered":"Yardi\u2019s HOTMA Plan"},"content":{"rendered":"\n<p>Spend time with professionals from the affordable housing space and public housing agencies and you\u2019ll likely hear a timely <a href=\"https:\/\/www.hud.gov\/\">HUD<\/a> topic brought up in conversation: <a href=\"https:\/\/www.hud.gov\/program_offices\/public_indian_housing\/hotmaresources\">HOTMA<\/a>.<\/p>\n\n\n\n<p>It\u2019s a buzz that has many public housing agencies and affordable housing providers asking questions and perhaps feeling concerned about how they will manage to implement new compliance mandates.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"480\" height=\"253\" src=\"https:\/\/www.yardi.com\/blog\/wp-content\/uploads\/sites\/15\/2023\/08\/hotma-blog.png?w=480\" alt=\"\" class=\"wp-image-36421\"\/><\/figure><\/div>\n\n\n<p>We met up with <strong>Gabrielle Van Horn<\/strong>, Yardi PHA director and <strong>Dave Kessler<\/strong>, Yardi vice president of affordable housing, to learn more about HOTMA and what it means for PHAs and affordable housing organizations. They also provide insight on Yardi\u2019s plans to accommodate new compliance mandates that will affect households as they qualify for housing units.<\/p>\n\n\n\n<p><strong>Q: First, tell us what HOTMA stands for?<\/strong><\/p>\n\n\n\n<p>Gabrielle: HOTMA is an acronym for the <a href=\"https:\/\/www.congress.gov\/114\/plaws\/publ201\/PLAW-114publ201.pdf\">Housing Opportunity through Modernization Act<\/a>. It was signed into law in July 2016 and goes into full effect on January 1, 2024.<\/p>\n\n\n\n<p><strong>Q: What is Congress asking HUD to achieve by implementing HOTMA?<\/strong><\/p>\n\n\n\n<p>Dave: HOTMA is an opportunity for HUD to standardize the way affordable housing programs calculate income. For example, in the past, a household\u2019s calculated income would vary depending on the applicable affordable housing program. Now, with HOTMA, it\u2019s less confusing for housing providers because it standardizes the deductions and exemptions that factor into making a final determination of a household\u2019s income.<\/p>\n\n\n\n<p>Gabrielle: Factors such as deductions from income for households with seniors are not only being recalculated, but also standardized across certain programs. That\u2019s good news for programs affected by HOTMA.<\/p>\n\n\n\n<p><strong>Q: What should affordable housing providers be working on now to prepare for upcoming changes?<\/strong><\/p>\n\n\n\n<p>Gabrielle: Like anything with HUD, there are aspects of HOTMA that may be a challenge to comprehend and implement. There is a lot to learn and prepare for as the January deadline approaches.<\/p>\n\n\n\n<p>Dave: Yardi, as well as other affordable housing and PHA software vendors, is updating our technology to accommodate changes required by HOTMA. We\u2019ll have online coursework for our clients to make sure they remain compliant throughout the process.<\/p>\n\n\n\n<p>We are also expecting to soon see HUD\u2019s updates to forms 50058 and 50059, as well as other forms that are directly affected by HOTMA. Once we see those in final format, Yardi will make sure our clients have access to them in our software and that the data fields and calculation formulas are adjusted for HOTMA compliance.<\/p>\n\n\n\n<p>Gabrielle: I also want to express that training organizations and nonprofit affordable housing advocacy groups are the best resources for learning about HOMTA. I follow <a href=\"https:\/\/nahroblog.org\/\">NAHRO\u2019s blog<\/a> and social media posts for up-to-date information on HOMTA, including training resources they\u2019ve been sponsoring. I recommend this type of training for affordable housing providers and PHAs, and that they get started as soon as possible.<\/p>\n\n\n\n<p><strong>Q: What would be an example of an upcoming change?<\/strong><\/p>\n\n\n\n<p>Gabrielle: One that\u2019s sure to help many is the increased income deductions for seniors. Increasing those deductions will make it easier for households to qualify for a unit. It makes sense to make that adjustment now, especially as inflation has increased expenses.<\/p>\n\n\n\n<p>Dave: Yes, I\u2019m not sure if HUD expected the pandemic and its residual effects in terms of wage increases when they passed HOTMA in 2016. However, the timing is perfect as it will help households qualify for needed housing resources even as their income may have risen due to high inflation rates over the past few years.<\/p>\n\n\n\n<p><strong>Q: How will Yardi software adapt to HOTMA?<\/strong><\/p>\n\n\n\n<p>Dave: We are actively working on updates to <a href=\"https:\/\/www.yardi.com\/products\/voyager-for-public-housing\/\">Yardi Voyager<\/a> and <a href=\"https:\/\/www.yardibreeze.com\/affordable-housing-features\/\">Breeze Premier<\/a> as well as <a href=\"https:\/\/www.yardi.com\/products\/rentcafe-affordable\/\">RentCafe<\/a>, our portal solution for applicants, renters, and private landlords. We\u2019re focused on having that technology ready when our clients are required to adopt HOTMA standards.<\/p>\n\n\n\n<p>Gabrielle: We\u2019ve also made additional support staff available so that our clients can get help with Yardi software. But, again, learning HOTMA regulations and compliance mandates is best done with training resources such as <a href=\"https:\/\/www.nahro.org\/\">NAHRO<\/a> and other private affordable housing consultants.<\/p>\n\n\n\n<p><strong>Q. How is HIP impacted?<\/strong><\/p>\n\n\n\n<p>Gabrielle: The Yardi team is proactively preparing for updated 50058 forms which will be uploaded to HUD\u2019s new Household Information Portal, commonly abbreviated as HIP. However, it\u2019s in a bit of a holding pattern because HUD has yet to finalize the HIP protocol. Once they do, we\u2019ll move quickly to make sure our clients can submit household income certs through HIP.<\/p>\n\n\n\n<p>Dave: HIP does not apply to affordable housing so our 50059 clients can ignore that particular change.<\/p>\n\n\n\n<p><strong>Q: What is the best way for NAHRO members to learn more about Yardi software and services?<\/strong><\/p>\n\n\n\n<p>Dave: Connect with us online either by visiting Yardi.com\/pha or through our social media links (posted below).
